Digital Technologies For Resilience
過去曾寫過了幾篇關於「數位工具挑選」的介紹(NGOs如何挑選合適數位科技？ Technology tools for NGOs part I；NGOs如何挑選合適數位科技？ Technology tools for NGOs part II)。這些資料當然免不了是強硬地移殖自國外基金會或 NGO 的研究結案報告之類的東西。整理介紹的動機，主要是希望能協助自己能更理解其它國家一些「在類似 NGO/NPO 領域推動執行一些專案」人員，當遇上要「決定數位工具」時，考量什麼？如何考量？又從其專案執行過程與結果整理出來的經驗教訓是什麼？那麼放在「NGO 推進器」這裏的資料，也許有朝一日成為其它對此問題也感興趣朋友前來指教交流的節點之一。
故這篇文章同樣是秉於上述的動機，雖然取材資料原所設定的對象是經手上百萬（以美元為單位）投入人道援助專案的大型國際 INGO ，對比之下「TWNGO 推進器」所設定台灣的倡議型 NGO 為傾述對象，兩者不旦在業務規模上有一段差距，「數位科技」在組織工作方案上的定位作用也去之千百里。不過覺得還是可以先把這份資料簡單地作點中文化記錄，或可在未來找到一點互通的參照點。
原作組織 FHI 360 是一個成立四十多年的智庫型社會實踐組織，本身長期參與多邊國際合作發展專案的調研諮詢，在 Rockefeller Foundation 的贊助支持下，進行了一套「Digital Technologies For Resilience」，希望提供從事國際合作發展工作社群的決策與實作者參考：在選擇數位科技，到底有哪些面向問題要留意，提高強化組織自身與工作專案延展軔性。它所評估的標地是：潛在的合作者，也就是數位科技工具或服務的供應者，以及其所開發提供的工具。與其說這是組織「挑選」數位科技多面向指南，不如說是利用此番過程再好好地檢視組織（自身/或潛在合作對像）的各方能力評估，以便讓數位工具能發揮「人劍合一」的最佳狀態。否則兵器只是凶器（傷了誰還不知道）永遠無法成為王道神器。
Digital Technologies For Resilience，目前僅以試算表文件格式在網路上出現，故在閱讀和操作介面上並不友善吸睛（還蠻「詫異」原作者居然採取此種簡便的呈現格式。大概胃口被養壞了，雖然最簡便的方法更便於讓使用者下載複本並依自身狀況再作調整），故我也僅先以平鋪直述的方式來介紹這份檢查問卷。它分成了十一大類來一一評估潛在合作對象，而每一類底下又有一些具體的問題 ，希望使用者能好好地從作答中掌握狀況：
1. User appropriateness 使用者適當度
* target user? 科技的預設使用者是誰？
* solution align to their target users? 提供的解決方案是否確實對應到預設的目標用戶？
2. Financial sustainability 科技提供者自身的財力健康續力
- breakdown of their revenue/funding? 最好能進一步能掌握其經費來源與收益分配狀況
- If medium to high dependence, what are their expectations after donor funding ends? 如果其財務狀況大量依賴某單一資助，則一旦此捐款資金結束是否有其它的替代方案準備？
- How realistic/viable do you think these expectations are? 上述財源分散的替代方案是否現實可行？
3. Values (optional, if relevant) 價值觀
合作雙方多方者之間的價值理念是否合契
- Does this digital technology directly benefit poor or marginalized populations? 這項數位工具是否有利於窮人或邊緣底層人口？
- Is it open source and/or does it adhere to open standards? 是否為開源/開放標準？
- Was it designed/implemented for needs of users of all genders? 其設計與執行上是否有考量不同性別的使用者？
- Does it exacerbate any pre-existing gender-related disparities? 它是否加劇了因性別造成的既有不平等差距？
4. Resilience relevance 韌性
resilience attribute 影響韌性的要素有：

5. Organizational and team capacity 組織團隊能力
- What are others saying in terms of the digital technology implementer’s organizational and team capacity? 其它團體對該單位的能力評價如何？
- What are their major strengths? 對方的長處優勢是什麼？
- What are their major weaknesses? 主要缺點不足又是什麼？
- How confident are you that they have the organizational capacity to meet your requirements at scale? 有多少信心，對方組織能力足以符合我方要求？
- What are your sources for above assessment? 進行上述問題評估依據是什麼？
6. Originality/Disruptivity (optional, if relevant) 原創力與破壞力
- How unique is this solution? 對策的獨特性如何？
- To what extent is it unique? 其獨特性在哪？
- What potential does it have to be disruptive in terms of…technology advancement, VC/sector transformation, Bringing about org. change? 從技術面/創投/部門轉型來看，其破舊潛力何在？能為組織帶來什麼改變？
- What makes this solution unique/disruptive? 其具原創與破舊的原因何在？
7. Engagement 投入程度
- What types of support and/or partnerships does the technology implementer require to scale uptake/ usage? 當技術推動擴大使用時，需要何種支援和伙伴協力？
- What incentives does this technology implementer have for working with us? 技術實作推動者願意和我們一起努力的動機何在？
- How well does the solution align to our organizational/project priorities and objectives? 其方案對策如何支援我方的優先性與目標？
8. Pre-conditions and dependencies 前提條件與依賴
- What factors or conditions is successful scale of this digital technology dependent upon? 哪些因素和條件可以成功地擴大此數位科技？
- What is the likelihood that those factors will be met? 滿足這些條件的可能性有多少？
- What is the determination for the above based on? 上述的決定因素又是什麼？
9. Risks 風險
- Are there any risks to this solution’s success or to its target users? 其提供的對策本身在執行上或是對於設定的使用者是否有風險？
- what are the risks? 承上，若有，又是哪些風險呢？
- What mitigation approach is required to address these risks? 有什麼減少傷害的方式？
- Given the mitigation approach, Is the level of risk acceptable or unacceptable? 減少傷害的作法，其對風險的承受狀況又是如何？
10. Impact potential 潛在效力
- What is their impact to date? anticipated impact? 至今達成的影響力？預期的改變？
- Is it clear what their impact is in terms of resilience outcomes?其影響力與方案成果韌性之間是否有明確關聯？
- What primary level of impact does this solution aim to have?此方案企圖達成的主要衝擊為何？
- Is the impact incremental or disruptive? 此改變是漸增還是爆發式？
- How have they calculated any impact to date ?對方如何計算至今達成的影響力或改變？
- Is it calculated using reasonable and fair assumptions?此番計算評估是否基於合理公平的假設?
- Is it calculated using robust/valid methods?這個影響力計算是採用剛健有效的方法？
11. Scale potential 擴容推廣潛力有多少
最後一大項幾乎就前十大類問題的簡答版滙整，以這些標準來評量對方未來是否能擴大規模。
